General Summary:
The Vice President of Operations provides overall leadership and direction for operations at the Moline, IL facility. This group consists of the Paint, Interior, Service (Airframe & Engine), Avionics (Install & Repair), Accessory, Quality Control and the Production Control (Scheduling, Planning & work order management) Departments. This position establishes goals and objectives to achieve or exceed quality, productivity, efficiency, safety, financial and customer service expectations. The VP of Operations works with each manager to facilitate the development of the department’s annual budget and annual MBO’s in accordance with, and in line with the corporate strategy. In partnership with the leadership team, this role will work to identify priorities and promote continuous improvement processes through the best practices project review approach to improve efficiencies and profitability. The VP of Operations ensures that capacity and capability objectives are met through a robust retention and recruiting plan and proper resource allocation is maximized to support the budget goals. This position holds managers accountable to established goals, objectives and professional behavior and drives accountability down through each department and employee level to support operations in achieving zero defect quality, zero warranty and zero rework.
Essential Functions:
- In coordination with the leadership, HR, sales, and the support team, lead the development of the annual budget and staffing plan for all Moline MRO production areas to meet profitability objectives and then monitors and manages to this on a continuous basis making necessary adjustments to meet or exceed the sales plan and to keep expenses at or under budget.
- Participate as an SLT member in the development of the corporate annual objectives, business and operating plan for Elliott Aviation as well as long term strategic goals.
- Develops and presents annual business objectives (MBO’s) for each manager that supports the budget and strategic plan. Reviews MBO’s with each manager on a routine basis and holds them accountable for achieving the same.
- Directs the development and implementation of process improvements to increase efficiencies, improve quality, reduce costs, reduce downtimes/improve turn times, standardize work, and reduce/eliminate warranty and re-work. Leads frequent review and analysis of projects just delivered and a periodic review of existing processes and procedures. Holds managers and team members accountable to Elliott Aviation approved policies, procedures, and Best Practices to meet or exceed annual corporate profitability goals.
- Directs the Production Control Department for the MLI technical services operations to ensure that resources are maximized and that schedules and milestones are planned and flow effectively to ensure timely completion and squawk free delivery. Implements systems and processes to ensure that an accurate depiction of capacity sold and/or capacity available is 100% accurate and reported daily. Coordinates with the sales team members to develop solutions to opportunities that require resources that are minimal or not apparently available for a given opportunity.
- Active integration and participation of Business Development concepts, taking the lead on specific initiatives as appropriate. Support initiatives that increase/expand our capabilities and broaden our breadth of service offerings.
- Completes a needs analysis on an annual basis to identify capital investment items (i.e. tooling & equipment) and the technical and professional training needs of the staff that are necessary to support the strategic or tactical plan for the year and/or that are necessary to meet the service center requirements.
- Communicates effectively verbally, and in writing leading the department management/subordinate levels, as well as executive levels to ensure that all personnel are informed of important decisions and/or policy changes that affect them and that SLT members are informed of employee ideas and concerns.
- Provide leadership to ensure we deliver on our core values to our customers consistently with unbeatable customer service, unmatched quality, and uncompromising integrity across all MRO departments (Paint, Interior, Avionics, and Service).
- Other Duties as assigned.
Licenses:
- A&P License or equivalent knowledge preferred
Competencies:
- Successful track record in the management of general aviation maintenance processes
- Thorough knowledge of aviation maintenance and other applicable federal, state and local regulations
- Proven leadership skills; excellent oral and written communications skills
Physical:
- Regularly required to sit, walk, talk, and hear. Lift objects up to 10 pounds.
- Occasionally required to climb, balance, kneel, stoop, crouch, and crawl. Reach with hands or arms. Grasp or pull and lift up to 25 pounds.
- Limited Exposure to outside weather conditions and loud noises.

Education and Experience:
- 15 years turbine (jet) aircraft/general aviation technical experience preferred
- Bachelor’s degree in Business Management or Aviation Management preferred
- Experience in Lean Processes and 5S preferred
